Marcelo graduated Magna Cum Laude from the Art Institute of Fort Lauderdale in 1999, specializing in Video Production. This formal training, which included photography and the intricacies of bringing complex concepts to visual reality, was immediately applied in a family-owned multimedia production company before his U.S. Navy service in 2003. His extensive experience spans various technical formats and visual styles, honed through both civilian entrepreneurship and official duties. Having executed professional design for both screen and print — including all original elements for the HLC website — Marcelo utilizes art as a medium for strategic messaging. His multiple warfare designations — Information Warfare, Surface Warfare, Air Warfare, and Expeditionary Warfare (IW/SW/AW/EXW) — demonstrate deep expertise in strategic intelligence, command support, and global operations. His assignments included pivotal deployments and shore duty: Commands inlcue but are not limted to: USS Cole (DDG-67), USS Abraham Lincoln (CVN-72), Commander Submarine Forces, Navy Expeditionary Intelligence Command. USS Lake Erie (CG 70), and USS Seattle (AOE-3), with overseas assignments to Naval Support Activity and Perssonel Detacthment Naples, Italy.

Leveraging the deep analysis found in the HLC articles, IIC has evolved into a strategic banner used to provide commissioned studies and strategic planning for political campaigns and grass-roots organizations.
